Capacity (slots)
Capacity defines how many things exist and can be governed.
Capacity unit:
- 1 active specification occupies 2 slot.
- 1 active asset occupies 1 slots.
- Each slot includes a base allowance of 250k usage tokens. This allowance covers normal production usage. Additional tokens are only required for sustained high-volume traffic or intensive debugging.

Usage (tokens)
Usage defines how actively governance runs. Usage is consumed by debugger and monitoring. Validated payloads can be used for promotion and test protocols.
Usage unit:
- 1 unit represents 1.00M tokens.
- For monitoring, 1 event consumes 1 token.
- For debugging, 1 event consumes 25 tokens.
